Lori Garver Described NASA’s Commercial Space Program
Lori Garver said the spaceflight programs of NASA looked shocking in 2009. The fleet of space shuttle will become stuck as Russian Soyuz spacecraft only used to reach the orbit. NASA named the departed plans NASA for a shuttle replacement as Constellation. Moreover, Lori Garver and Charlie Bolden took the controls under former US President Obama.
Lori Garver supported pushing NASA in a new direction as deputy administrator. Her support includes investment in the expanding commercial space industry and squeezing with private companies. The main objective was to decrease the cost of space travel. She also performed a crucial role in bringing the commercial crew program to NASA in 2011.
NASA’s Collaboration with Private Companies
The space agency has collaborated with private companies to launch cargo and astronauts to the International Space Station. The most important move was SpaceX’s development of the renewable Falcon 9 rocket and Crew Dragon capsule. However, she adversed NASA’s own massive rocket development, the Orion capsule, and the Space Launch System.
Garver said her main objective was to bring the space agency on a path for the 21st century. It was a critical time for NASA to terminate the shuttle program. There were many people involved in shifting and transforming their jobs. There was a severity, sadness, and stress in flying the program out safely. She tried to take essential measures in keeping the US in a leadership position in space.
The Space Agency Regained Market Share in the 90s
She described the objective to enhance the performance and decrease the cost of reaching the orbit. NASA had focused on more cutting-edge, interesting, and unique things in space, but partnering wasn’t the objective. It was a result and a path to reach a goal and shared in space policy since the Nixon administration.
The main objective was to reduce the cost of space transportation in participation with the private sector. The US had lost almost the entire launch market in the Russians, French, and Chinese in the late 90s. The agency paid private US companies and regained market share to take astronauts and cargo to the space station. She said it was a major economic expansion for the nation.
Bush Established the Constellation Program and Orion
Garver said a couple of years ago that NASA wants to dump its socialist approach to space exploration. Now, she said it was in direct response to the Space Launch System and Orion. US Congress started this program after the agency’s proposal to defund them, but it wasn’t accepted. However, the Bush administration established the shuttle, the Constellation program, and SLS/Orion.
NASA cooperated on a commercial crew program with SpaceX and Boeing to transport astronauts to the International Space Station. She added that there wasn’t significant support from the leadership in NASA. The leadership didn’t request money for the commercial crew program in the budget. But she assisted the development team and sent it to the president to discuss the issue.
NASA Team Worked Closely with the White House
The team was working closely with the chief science adviser of the White House and the Office of Science Technology & Policy. They showed their interest in this policy and added to the agency’s budget without involving NASA administrators or senior leaders. But the Capitol Hill and the aerospace industry didn’t need to loosen their hold when the budget was released.
She said the human spaceflight was considered a major challenge because there wasn’t any public domain. The companies are putting their own funding at risk in trying to develop capabilities similar to other markets. It needed the ability of the industrial partner to invest and bring more customers. She made a comparison with the private sector airlines because she served as a GM at the Air Line Pilots Association Union.
